Hello would anyone know of any Bulovas with 21 jewel under the Bulova Black dial gold markers?

Hi Jim

Ive just been looking at a watch with 17 jewels written just above the  second box  never seen one before s wondring if it was a fake l have asked present owner for more details of movement
