Bulova Broad Arrow - is this a Frankenbully?

hi guys,
thought this would be the appropriate topic to enquire about this bulova broad arrow watch that i came across recently.

Missing some parts, though. It needs the SS drive wheel, SS pinion and tension spring. I'd be interested to know what it says on the other side of the dial, if anything. I assume the caseback has no Bulova markings? 

It's marked for Tritium, but I'm not seeing any evidence of thicker lume paint there. Hands are totally wrong, of course. Franken-freakin-Bully.

Looks like all the above SS parts have been removed so it can run a SS hand on the dial.

no, i do not own this watch.

it's currently up for sale in flea market around here in KL (kuala lumpur).

yeah, at first i thought it was a frankenbully too.

I have noticed on ebay a few different makes of watches with the arrow under the watch manufacturers name , all with a vague reference to 'military' which presumably makes them more attractive to sell.  All listed from India.
