A Redial or something Bulova produced

Picked this up a couple weeks ago from everybody's favorite auction site.

Statesman/Excellency case, 21J 7AK movement with a 48' date stamp. 10 Gold Filled bezel and back.

I thought it might be a redial but after receiving it at taking a look through the loupe, I am not sure.

The back of the dial looks tarnished like original dials do, and you can see slight oxidation spots on the black paint. The Luminous numbers are a bit dingy and do not have much power to them anymore. If it was a redial, it was done some years ago. Any thoughts?

The picture is from the auction and I will try to get better ones up this weekend

Boy I dunno Greg... that radium on the hands looks so good... almost too good you know?  I'm leaning towards redial... maybe an older redial... but redial none the less?

Greg,

The plate would need to exist or one would have to be made for the redial to occur, as mentioned the back of the dial is unfinished.

But, the Index style Hands don't seem to fit the theme ?

Interesting as Plainsmen showed a similar Excellency/President cased recently.

One might expect that the hands would also be radium filled to math that of the numbers.

The case though I believe has been ID's...just can't remember as what.

 The case had different names. Excellency SS & Statesman being two off the top of my head. Dial doesn't look original to me for what its worth

Radium hands would help, if it is a redial and not a production piece, no big deal, neat looking watch.
