Looks like it might be a late model Snorkel. There's an ad for the 1968 Snorkel in the database.
Mine is similar to yours but dates to 1964. Mine is also 23 jewels and has the rotating bezel but has a slightly different face and bezel shape and the 11ALACD movement.

I know that's not much help, but it's all I've come up with so far regarding this model.
Every one of these I've seen has the dancing female figure on the case back. It reads, "Bulova Waterproof", and that's it. No other words or numbers. The link I posted above includes a nice picture of the case back. The inside of the case includes a serial number, "Stainless Steel Swiss", and the date code. For my watch, that's M6, which differs from the M4 printed on the movement.
