Stephen - interestingly enough, it isn't. I'm sure the first digit isn't an 8 but I'm not sure what it IS!! I really looks like a lowercase O (o). I could be a mis-stamped 6 but I don't think it's that either, based on it's placement. One of the other watches I posted this weekend (I can't remember which - I'll go back and look) has what I SWEAR are the letters "C" at the beginning and end of the s/n.

I have another Conqueror on record with very close movement and case serial numbers. That one had an 8. I've noticed that this happened alot with case stampings, where 9, 8, 6, 3 and 0s are not stamped very. Seems to be something with rounded stamping. Those with straight lines seem to always stamp well.

Has anyone else noticed this?

Yep I've seen this lightly stamped issue on various watches w/ those round numbers.
