I'm basing 1939 on the serial number starting with a 9.
Interesting watch. Is it yellow or rose gold plate? We have previously discussed this dial configuration. It is very similar to this one, but font is different. This would seem to lend support that these thin number line printed dials are a re-finish.....or maybe not.

1939 Bulova President is a good match to the case. The dial is the same as a His Excellency "FF" so it makes we wonder if it was a dial replacement or this dial was another variant of the President case. I am inclined to say possible original so I will go with a 1939 Bulova President (no Variant)
