Watch Description

Given to my mother in 1947.  Inside the case are 2 hand scratched sequences of letters and numbers: WF 450 (with the W and the F merged into a single character) and LL 14154 (2nd L sort of has another mark and could be a U).  

The model appears to be a Goddess of Time.  14K, Bulova, New York.

Any insight on how to restore the face as it appears to have discolored over the years?  Any ideas on where to find a band for it?

Case is same as the "RONA" (no.13), but in 14K.

EDIT:- I get it, not the same as the RONA.

I disagree that it is a 'Rona', the top and bottom portions of the case are much more triangular with a rounded outer angle than the rectangular elements I see in the 1944 Montgomery Ward ad provided.

Gold vs. rose gold?  Maybe there is some tinting to the pictures provided, but I don't really see it in the watch itself (but I may not really know).  My mother's name is Rose so that has some possiblities as it was a gift to her from her father.
