The case dates this watch to 1947, and this model changed to the His Excellency 'SS' during that year.

This 1947 AD from the My Bulova archive shows the Statesman to be available? The band and the the 10K case lend itself better to the Statesman below than the HE example in the previous post.

And yet we have this advert also from 1947 that shows the watch with same band as "His Excellency".

Technically speaking I believe both 'Statesmen' and 'His Excellency' are correct as it was during this period that Bulova introduced the 'His/Her Excellency' line of watches.

So I guess it all comes down to at what point in 1947 this watch was sold, but as I doubt we'll never know that we need to decide which model to go with.

Taking the movement into consideration as being from 1946, I might be more inclined to go the earlier release which would make it more a Bulova Statesman 'A' than a HE.

Interesting to see the change taking place within the ADs. Are the ADs in chronological order? Your logic makes sense since the movement is a earlier  piece

Adverts list here aren't in order of publication, only grouped by year. However the time time for these 'Excellency Group' models is some what clear.

1946 most went by a particular name but with the "Excellency Group" of watches. Then sometime in 1947 they were all rebadged as His/Her Excellency with a variant added to distinguish them from one another.

Ahh now I see it. Thanks I was seeing what looked to be a triangle, but now I see the square.
