Serviced hands, replacement second hand It came with a seemingly replacement crown, the inside has been turned to fit the case stem, and possibly refinished. You seem to have mixed up your movement records with your ORD DEPT watch. This watch has the 10BNCH, and appears to have a jewelled centre hole making it 17 jewels.
This watch has the wrong hand set for the A17-A, it has the hands for the later issued 3818-A model.
The A17-A also had 17 jewels, the 3818-A 15 jewels.
You have the correct case back, dial and movement for the A17-A though.
The date mark may be M1, as the movement could have been changed by military service man, along with the hands.
We really need a better pic of the movement. Do you have a loupe, or a magnifying glass? Have you got a "macro" option on your camera?
As said, the hands are from the 3818-A, we have examples in the watch db.
Click on the "members watches" in the "search" drop-down menu and click on "military issue". Look for watches from 1960-61. Those have the hands your watch has. The earlier A17-A has narrower hands, not "pear" skeleton hands.
