I would say the dial is a very clean original. The print is dark and thin, redials the print seems to be bolder. Second is the luminous dots are getting dark with age, re done they would be much lighter and the pearled track of minute dots is far to sharp for being redone and lastly you can see a dusting in the linen finish or patina if you would call it that. I'd say someone may have done an exceptional job cleaning the dial which is very difficult or the owner just to really good care of this one.
I don't find either of the above two ads above on site. The hour numerals are at even number for both ads. This even numbers is pretty consistent through ads until 1959 for various bulova 23. A closer match to dail is in 1959 as below: may explain 1959 vs 1960 mistake
