 Yes is 1928. I found the original ebay listing. Great find on the advert too.

Bobbee is finding lots of ads which are new, and some that show slightly different info on watches/ads we currently have.  Here's a 1929 Windsor ad snippet he just found.

Wait 'til Will posts the new 1924 ads I found, new mens Varsity and Oxford watches along with  some new named women's watches, Regent, Minerva, Norma.
