Brunswick case, movement coincides with the year, not sure about the dial and hands, the Minute and Second hands both extend over the markers on the dial, something I've personally never seen before. Possibly a re-dial? Maybe someone with a little more expertise could chime in.
I'll second the Brunswick case. I think the dial is a frankenbomb from a square dialed watche from late 20s, most probable a Brunswick because of the case. An Ambassador, Envoy, Athlete, Brewster etc dial would work.

Agreed Shield in root record is 1929, however the movement photo almost looks like a square shield (1931).
Case serial number suggests 1929.
