Not me,  I'll  go 3 stars,but  based on the letter designations of the Presidents of  this period, The Radio City, Blackout, Senator ..A..B...C....or whatever,  if you catch the drift. This could have some unknown designation based on case gold cover, dial etc. I'll agree a Senator, let's find the variant.
