Looks like it may be a 1946 "Engineer" with jeweler add on ornaments.

It does indeed look like an Engineer, like this one https://www.mybulova.com/watches/1948-engineer-6974?page=1 but with added diamond accents.  I believe it will be unknown for now as we don't know if it was made like this by Bulova and might have a different name or if the diamonds were added by a jeweler.
