I bought this Watch through a Dutch auction website (like Craigslist) from a private seller who didn't really know what to do with it.

I have not been able to find out from which year this His Excellency is and I have also not been able to find a similar case on this website. 

The watch is in an OK state , working but with some scratches on the glass and back.

On the back the date code states A9 but that still doesn't help me.

The strap I bought myself since I occasionally wear the watch and the original strap was broken.

I hope you are able to identify the watch.

1949 HE "SS".  Get this beauty serviced before too long (if your gonna run it).  This keeps parts from wearing out.  Nice watch.  Sounds like you've found a gold mine in the Dutch Auction site!!

I agree with His Excellency 'SS' from 1949; would like to also see the specs on the movement to verify 21Jewels and datecode.

1949 His Excellency SS for certain. I like the font Bulova used for the numbers on these watches, very cool.

Thanks everybody for their feedback. Plan is indeed to have serviced and cleaned so I can keep using it occasionally.
