Can anyone tell me if the black dial is more rare than the white or were they made availalbe equally?

On a Ladies piece a Black dial is not common.

What were the production dates for the dolly madison (Start and end)?

It may not be 100% accurate, but we have adverts here on myBulova.com for the Dolly Madison ranging from 1935 to 1962. A google magazine search also shows adverts from 1931 to 1963.

So at this stage 1931 to 1963.
