Late 1919, although there is the one near the top of page 2 that is a closer match.
Dial and case with no engraving are similar to subjects.

Movement's unusual hand engraved info makes me think earlier than 1921, it looks more 1918-19, case date =1920.

Don't know what this watch is now, but 1920 case/older movement/younger dial(?)= Bulova, I hate you! :-)
They could have been using up existing/remaining old stock to fill orders, anything could be-and probably is-possible.
Filling in the blanks, we need a good supply of erasers!
