I am going Unknown on this one, I found another on everyone's favorite auction site just like it with a 21J movement that I will post a link to when it ends.

This one does not have the engraved bezel, but everything else looks the same...I think we have a 21J model that is not named yet that came in both a smooth & engraved bezel much like the LE "A" of the time frame.

Looks like the same w/o engraving. both have 7AP mvnt. Both 10K gold filled cases...same curve to case.... the eBay watch has measurement for case length 42mm...possible to compare to Pres/Minute Man. I'm also starting to think where there are two so similar, we may have an unknown....

EDIT: 1937 President here, with case length of apx 45.4 mm.... and another 1939 President here, w/ case length of apx 45mm...third w/ apx 45mm by 20mm case here.
Fifth's 1938 Minute Man case here measures 42.5mm by 22mm...and Fifth's 1939 Minute Man here at a little over 42mm length...
The unengraved eBay watch OT links above is 42mm length.
