How is it nonconforming when it's a Bulova case, Bulova dial, and Bulova movement? This wouldn't be the first example where the dial has been replaced. Not finding an advert to identify it would make it an unknown, would it not?

We assign 'non-conforming' when there are also a mixture of incorrect parts. As the watch is currently presented we'll never find an ID. However we may find a unique case ID match (with matching movement) that we can use, making note of the dial replacement. If this is the case then we can update the record accordingly.

Panel what are your thoughts on this being a Rosebud?

I looked up 1940 newspaper ads for the Rosebud and they do not have the extra line on the lug design that this watch has so I would not assign Rosebud.

Nice catch on the slight difference on the lugs Jim.  Yes without an ad an exact match I am at Unknown on this one.

1940 Bulova Unknown, noting dial not a match to the case
