A Westchester for sure. A while ago, we had a PM conversation (lost during site update) about 6 digit case s/n's that start with a dash, and the distinct possibility they are Bulova supplied replacements to jewelers for restoration purposes, not for sale loose to the general public.
I have in my possession, a Pilot case and band with a dash s/n that appears NOS and never had a movement in it. It came from a Bulova Jeweler's estate with crispy cellophane tape on the back / no crystal. There is also one in the database with a dash number.
Logic being first number denotes year, a replacement is generic for any year using the same case. Based on this possibility, I would date subject watch by the movement date code as 1940, as a dash is a dash, not a "1".
It's entirely possible the engraving is dedicated to the watch being restored. Ben may have broken a lug off and Ann fixed it for him.
