It's a His Excellency and only close ad in the database that I could find is HE WW, but that shows with black numbers and hands, a SS back and leather band. This one has a gold plated back , gold markers and hands and a Kreisler GP band.
Just got this one at a garage sale, daughter of original owner handed it to me from her dresser drawer. She said she remembered her Dad (passed about 15 yrs ago) getting it as a Christmas present and to the best of her memory, it has always been on the band as seen; and the box is original to the watch.
No plating wear to case, very light wear to band clasp high points. Face is almost perfect with a few tiny "pimples" under magnification. Crystal matches ad and appears to me to be lucite. It's not acrylic and certainly not glass. It's a lot harder than acrylic, but the few scratches on it are slowly polishing out with acrylic polishing compound and cotton ball. I believe this to be all original and never serviced. I coaxed the balance and it ran accurate for a full wind (as received wound tight), so all I can see is it needs a service.
I agree with His Excellency "WW". Here is an advert from 1949 showing similar dial configuration. This variant is also seen with a two-tone rectangular pattern dial, and the "Excellency" on the dial is not always consistent, sometimes with or without. This variant came with a light tan color leather strap, so the current basket-weave band may not be original; but it does look nice.
