Here is why. This snippet from page 215 of the book "General Kenney Reports: A Personal History Of The Pacific War."

It would have been a simple thing for Arde to call the people who could expedite this "order", get several of their engravers to do the work overnight, and have them delivered to General Kenney the next morning.
It was done to impress, and it certainly impressed Kenney enough to write a whole paragraph about the incident in his book.
It is possible that the name was added later, as it looks like a different script done by a different engraver to me.
Could have been "To ___ _____,
In sevice of
U.S. Armed Forces
Bulova Watch Co."
Then the name added when it was issued to the recipient.
It's looking more like the real deal to me the more I think about it!
