Bulova had fixed pricing agreement with dealers which were mandatory to be able to (legally) sell their watches. The price was the same at all Bulova dealers, and while they could be advertised (or sold) at a different price than the offical fixed price, they woulda been doing so against the contract. Without knowing the date of the "O" ad Fifth posted, I'm not sure which variant it is.....
