Based on the 1963 Linebook this should be corrected to a 1962 Bulova Regatta 23 “D”. The ad appears to show a B but it’s actually a D.  Regatta 23ARegatta 23

The snip comes from what Bulova calls a "Line Book". They're like internal sales catalogs, so the two prices represent Dealer Cost and List Price. The books are an amazing resource for researching watches and cover the mid 1950's through the late 1970's.
