Butler finish dial with raised Gold numerals, Gold hands. Case steps up to crystal, ring spacer between movement and back.

The BULOVA FRANKLIN, Circa 1946... 17 Jewels, likely 10 kt. gold filled case? This model was soon replaced (Christmas of 1947) with the "A" model and a new powerplant, if I read the (blurry) movement model, correctly?
The BULOVA "FRANKLIN" Model "A" Circa 1947 & 48+ (There were also what appeared to be the same "A" models produced, through at least 1950...) 17 Jewels.
